Many states have enacted special licensing for International Medical School Graduates IMGs FMGs. These provisions accept foreign training in lieu of US or Canadian training. Most of the states require all 3 steps of the USMLE, however, Arkansas AR, Idaho ID, and Louisiana LA are three states that offer provisional licensure that do not require USMLE 3, just USMLE 1 and 2 and ECFMG. You do have to hold a license and be practicing in a foreign country and have a job offer at a qualified facility See the link below for more information.
