The Pathway Requirements
The Iowa Medical Board has passed legislation to grant provisional licenses to International Medical Graduates (IMGs) that are graduates of foreign medical schools. To qualify, the IMG must meet the following requirements:
· Graduates of foreign medical schools evaluated by the ECFMG.
· Licensed and in good standing in another country for the immediately preceding five years without pending disciplinary action.
· Have completed a residency or “substantially similar” PGT in their resident country.
· Possess basic English fluency and federal immigration status.
· Have an offer of employment at an Iowa health care facility in and area of need.
· Have passed the USMLEs.
The provisional license may be converted to a full license after three years of practice in good standing and without violation of Iowa Stat. § 148.6, as long as the licensee was employed by the health care facility for the entirety of the three-year period and passes a background check, among other administrative components.
SF 477 introduces a pathway for internationally trained physicians to practice in Iowa, which is a game-changer for rural and underserved areas:
· Provisional Licenses: IMGs who pass the U.S. medical licensing exam and meet background requirements can receive provisional licenses if they have a job offer from an Iowa health care facility.
· Full Licensure Path: After three years of satisfactory practice, these provisional licenses can be converted into full licenses—unless revoked by the Board of Medicine.
· Targeted Countries: Physicians from countries like Canada, the UK, Australia, and others are eligible, provided their medical programs meet Iowa’s standards.
· Workforce Expansion: This provision directly addresses physician shortages, especially in rural hospitals and clinics that struggle to recruit talent.
